In Italy, the central ID number which identifies you uniquely is the tax ID, codice fiscale. This is not only used in official contexts, but most private companies will also ask for it to identify you when you sign up for subscriptions or agreements. In short, without a codice fiscale, nothing in Italy will work. Therefore, it should be the first thing you set up. Usually, the department secretaries can request it on your behalf, so before you do anything else, make sure you ask to have this created for you.
