In Italy, the central ID number which identifies you uniquely is the tax ID, codice fiscale. This is not only used in official contexts, but most private companies will also ask for it to identify you when you sign up for subscriptions or agreements. In short, without a codice fiscale, nothing in Italy will work. Therefore, it should be the first thing you set up. Usually, the department / INFN secretaries can request it on your behalf, so before you do anything else, make sure you ask to have this created for you.

Unfortunately, there is no easy way to find housing in Padova. Like many other places, Padova has a housing shortage. The university has a small number of rooms (such as these) but they are often fully booked. If you are interested in something like that, then you should contact the secretaries.

There is an absolutely absurd number of private real estate agencies in Padova that also mediate rental contracts, but they are typically not very useful. You may try, but don't expect the agencies to get you many good options. Also, be aware that there is a large number of scams on the Padova housing market. Never send any money before you have seen the apartment, signed a contract, and verified that you are dealing with a genuine landlord. Many scams involve asking you to pay a deposit in advance, which the scammers then steal. Be careful and apply common sense.
